A community you want to return to: Rokada is laying the groundwork for the reintegration of Ukrainians
Today, Ukrainian communities face a historic challenge: how to become so comfortable and safe that Ukrainians who plan to return choose them? Reintegration is not only about the emotional desire to be at home but also about the competitiveness of the community itself. The Rokada Charitable Foundation’s project “Strengthening Community Resilience for Return and Reintegration”, implemented as part of the project “YOUA – Shaping New Paths, Building Ukraine’s Future”, commissioned by the German Government and implemented by GIZ Ukraine, is aimed at creating such an environment.
Over the year, the Rokada team will work in three regions of Ukraine – Vinnytsia, Dnipropetrovsk and Lviv – to turn the challenges of migration into opportunities for the sustainable development of territories.
Millions of Ukrainians today have IDP status or are abroad. When the time comes to decide whether to return, the decisive factors will be the accessibility and quality of services, from administrative service centres to hospitals, psychological support and inclusiveness – an environment where everyone, regardless of their experience or physical abilities, feels part of the whole.

We understand that there is no universal template for reintegration. Each community has its own unique identity. Our task is to work with them to create conditions where people will want not just to visit but to stay for good. Resilience is the ability to turn a crisis into a foundation for growth
The experience we are gaining now will become the basis for systemic change across the country. We want successful cases – from innovative social solutions to formats of dialogue between authorities and residents – to be scaled up across Ukraine.
We are working to make the future at home not just a dream but a high-quality reality.
The YOUA project provides exclusively technical assistance and does not influence people’s personal decisions about returning to Ukraine. Participation in events and use of services are possible exclusively on a voluntary basis for persons who are considering returning, have already made such a decision or are in the process of reintegration after returning to Ukraine.
