Another step towards justice: #RD4U has opened category A1.2

The Register of Damage for Ukraine (RD4U) has announced the start of claim submissions in a new category, A1.2 – Forced displacement outside Ukraine.

Millions of Ukrainians were forced to leave their homes and seek safety outside the country because of the Russian Federation’s full-scale invasion of Ukraine. This category has been opened for them.

The opening of the new category means that everyone who, starting from 24 February 2022, was forced to leave their home and go abroad, or was not or is not able to return to Ukraine as a result of the Russian Federation’s aggression, can now submit a claim for compensation for the fact of forced displacement outside the country.

A person who was granted protection or asylum in another state because of the Russian Federation’s full-scale invasion of Ukraine will be considered forcibly displaced outside Ukraine.

Claims in this category concern the fact of forced displacement outside Ukraine itself as a form of damage caused by the aggression. Persons outside Ukraine can also submit claims in other categories of the Register.

Currently, 14 categories are open, covering various types of damage – from damage to or destruction of housing to serious personal losses. Being abroad does not limit the right to submit claims in the relevant categories.

Compensation claims submitted in all categories, if they meet the established requirements, will be referred for consideration to the future Claims Commission, which will be authorised to determine the amount of compensation due. In December 2025, 35 states and the European Union signed the Convention establishing the Claims Commission under the auspices of the Council of Europe.

You can learn more about this and other categories on the Register’s website. Claims can be submitted on the Diia portal.
