Rokada implements project supporting displaced Ukrainians’ engagement in community development across five regions

Rokada will contribute to strengthening the capacity of IDP Councils in Volyn, Ivano-Frankivsk, Lviv, Ternopil, and Chernivtsi oblasts. In these regions, the foundation’s teams are already working to help internally displaced Ukrainians build effective communication and engage in decision-making at the local level. The project is implemented with the financial support of the International Renaissance Foundation.

«It is the IDP Council in the regions that serves as a platform for representing the interests of displaced people, developing dialogue with local government bodies and civil society. Our task is to help shape a sustainable model of interaction between IDP Councils, local authorities, and civil society institutions, which will facilitate the integration of internally displaced Ukrainians into local development processes and strengthen trust within communities», said Project Manager Olena Moshak.

Educational events on legal protection, accessibility, communication, and other topics have already kicked off in the regions.

«Educational events on legal protection, accessibility, communication, and other topics have already kicked off in the regions. For us, an important component of support is also the development that will promote the growth of local partnerships and the building of a constructive dialogue between IDP Councils, representatives of local government bodies, Administrative Service Centers (CNAPs), social protection institutions, and the public sector», noted Roman Soltys, Chairman of the IDP Council under the Kozova Settlement Council of Ternopil Oblast.

At the same time, the project will facilitate the formation of an interregional network of IDP Councils through the exchange of experience, the dissemination of successful integration practices, and mutual support based on the «peer-to-peer» principle.

Within the framework of the project, Rokada also focuses on analyzing standard inquiries and legal cases to identify systemic issues faced by internally displaced Ukrainians. The findings and recommendations developed will form the basis for advocacy initiatives, the improvement of local decisions, and the formulation of proposals to enhance IDPs’ access to rights and services.

«In essence, this is precisely the mission of the project – to ensure that the voice of the internally displaced is heard, and that their participation in community life becomes an integral component of local development and social cohesion», said Olena Moshak.
