Rokada launches the project From Participation to Impact: Accessibility Councils as a Platform for Dialogue and Change in Chernihiv Region
Over the course of the year, the Rokada Charitable Foundation will implement the project From Participation to Impact: Accessibility Councils as a Platform for Dialogue and Change in Chernihiv Region, aimed at strengthening the participation of target population groups facing barriers to access, participation, and representation in local decision-making processes.
The initiative will cover the Novhorod-Siverskyi, Snovsk, Horodnia, and Chernihiv hromadas of Chernihiv Oblast through the establishment and institutional strengthening of Accessibility Councils.
In Novhorod-Siverskyi and Snovsk hromadas, the project will support the establishment of Accessibility Councils.
Both the newly established and already functioning Accessibility Councils in Horodnia and Chernihiv hromadas will receive capacity-building support, including training, mentorship, and practical guidance.
Rokada will conduct a needs assessment involving target groups, local government authorities, civil society organizations, and other stakeholders, resulting in an analytical report with practical recommendations for local policies and decisions. Accessibility Councils will be able to utilize these recommendations in their planning, coordination, and advocacy efforts related to ensuring barrier-free access.
The project will also foster cooperation among Accessibility Councils, local government authorities, service providers, and civil society organizations, as well as support local advocacy initiatives aimed at addressing systemic accessibility issues.

This project will institutionally strengthen Accessibility Councils as a sustainable mechanism for participation, coordination, and representation of the target groups’ interests. It will promote the integration of accessibility principles into local policies, recovery processes, and decision-making practices at the hromada level. It is crucial for Accessibility Councils to become an effective tool for communities, ensuring that people who face barriers daily have a real opportunity to be heard and to influence decisions that impact their lives.
The project From Participation to Impact: Accessibility Councils as a Platform for Dialogue and Change is supported by the Partnership for a Strong Ukraine Programme, funded by the governments of the United Kingdom, Estonia, Canada, Norway, Finland, Switzerland, and Sweden.
The programme aims to strengthen Ukraine’s resilience in the face of russian aggression by providing critical support to communities in cooperation with Ukrainian government authorities, civil society, media, and the private sector.
