Grants are one-time, in-kind assistance to individuals under UNHCR’s protection in order to support their efforts to become self-reliant.
Grant forms to be considered:
- Purchase of necessary equipment, supplies, or materials – up to $5000
- Payment for professional courses for further self-employment/employment – up to $3000
The following are eligible to receive a grant:
- Refugees recognised by Ukraine in accordance with the Law of Ukraine “On Refugees and Persons in Need of Complementary or Temporary Protection”
- Persons granted complementary protection in Ukraine in accordance with the Law of Ukraine “On Refugees and Persons in Need of Complementary or Temporary Protection”
- Asylum seekers who have a certificate of application for protection in Ukraine (Dovidka)
- Persons who are registered with UNHCR and have been found to meet the criteria for assistance in accordance with UNHCR’s internal procedures.
This announcement is intended for people living in the city of Kyiv, Kyiv, Zhytomyr and Chernihiv regions. For other oblasts, please check with the UNHCR partner organisations in which you are registered.
Self-sufficiency grants are aimed at the following activities
- Starting or developing a business, as well as restoring a business affected by the hostilities that began on 24 February 2022
- Agricultural activities. Preference will be given to persons living in rural areas and having experience in this field
- Vocational training or retraining courses for the purpose of further employment, if the period of study does not exceed one year
- Completion of higher education obtained or recognised in Ukraine, if the period of study does not exceed two academic years
- Other activities aimed at self-sufficiency
Applications will be reviewed based on
- relevance, validity, and sustainability of the business idea
- relevant experience of the applicant (if relevant)
- ability to invest own resources to cover operating costs
- demand for the proposed type of business in the market
- creation of additional jobs (if relevant)
Applications for the following will not be supported:
- purchase of goods or services for resale
- rental/leasing of immovable and movable property
- operating costs (utilities, etc.) and dual-use goods, including equipment (laptop, etc.), except when necessary for production and justified in the application for a self-sufficiency grant (hereinafter referred to as the “grant application”)
- human resources (salaries, wages for future or existing employees)
- vehicles, including trailers, mobile sales outlets
- purchase of real estate
The decision to award the grant will be made by the Rokada Charitable Foundation in cooperation with UNHCR and based on the evaluation of the business plan.

The application deadline is August 17, 2023
The deadline for considering applications is two months after the end of the submission deadline.
