A single evacuation chain: leading Ukrainian humanitarian organisations have joined forces in the LINK consortium

Evacuation from frontline areas, transit and initial support, and the further integration of internally displaced Ukrainians into new communities will become a single response system. To achieve this, three leading Ukrainian organisations – Rokada, Angels of Salvation and the Coordination Humanitarian Centre – have joined forces in the LINK consortium (Life-saving Integrated Network of Key Actors).

A distinctive feature of the LINK consortium is the logic of a single evacuation chain covering all stages of a person’s displacement – from being in a risk zone to integration in safe communities. This makes it possible to avoid gaps in assistance and ensure continuous support at every stage.

  • Evacuation from frontline areas

The Coordination Humanitarian Centre evacuates civilians, including people with limited mobility, older people and families with children, from the most dangerous zones (0–20 km from the front line).

  • Transit and initial support

The Angels of Salvation Charitable Foundation receives evacuees, organises their onward movement, and provides basic assistance, hygiene kits and cash support to cover urgent needs

  • Stabilisation and integration in communities

The Rokada Charitable Foundation continues support in central and western regions of Ukraine, providing access to housing, social and legal services, psychosocial support and case management for the most vulnerable groups.

In this way, a single response system is formed, where each stage logically continues the previous one and people are not left without support after evacuation.

A participant speaking at a meeting of the LINK consortium

Nataliia HURZHII,
Chair of the Board of the Rokada Charitable Foundation:

The programmatic union of three organisations creates opportunities for wider and more systematic coverage of our work, allows us to implement a comprehensive approach that combines different types of assistance while strengthening coordination and an effective response to the multidimensional needs of people affected by the full-scale invasion.

The creation of the LINK consortium is an important step towards moving from fragmented assistance to a systemic, coordinated model of humanitarian response that combines emergency assistance, stabilisation and long-term support.

Working together, the organisations will not only respond more effectively to today’s challenges but also lay the foundation for the recovery and resilience of communities in the future.

Discussion at a meeting of the LINK consortium

Anastasiia OHORODNIK,
Head of Humanitarian Programmes at Rokada:

Aligning approaches between organisations helps to standardise service delivery, improving its quality, consistency and clarity for people. Finding joint solutions also makes it possible to increase the effectiveness of assistance and avoid duplication of effort. By combining our experience, expertise and resources, we can provide better, more timely and more targeted support.
